Anyway you should give kingdra dragon pulse and choice specs since it's a special variant anyway and you don't always wanna use draco meteor.

also on donphan you're better off giving it rapid spin to help remove any stealth rock that may hit togekiss/arcanine, also ice shard is a good attack for it, giving it priority.

as for arcanine, yeah it has great attack, so you're almost always better off with going for attack. however, i do want to note that you have a ground weakness there with not that much to help you (3/6) s you could consider giving arcanine thunder fang and removing electivire or adding in something else that resists ground in another spot actually, grass types are almost always useful and you can't do anything really to swampert and other bulky water types so you could consider adding in a grass type somewhere in there possibly!

There's another method which is the medusa method, but that made my head hurt and and it took me a long time to get the hang of this RNG method and I hate it when ppl ask me to help them with it, it took me too long to learn myself, I am not a teacher!!
