We will have to wait and see to be sure. My guess is that he will not have any Pokemon return this time, even though I would like to see it. His current lineup has a lot of evolving to do and maybe they are saving some of it for the league so it's more dramatic and exciting.
The writers seem to be using the "if it ain't broke, don't fix it" logic. This simply means that they will hardly change anything from the first region since it was an amazing success when Pokemon first released. Ash will always make the same mistakes he made in previous regions and Pikachu will...
I agree with a lot of what you said, but winning a league wouldn't really make his dreams come true. After all, it's only one league out of a ton of them. His dream is to become the best and he would probably need to win several different leagues and beat the elite four of each region to prove that.
He will always start over because that's now he catches and trains new Pokemon in the new regions. I would like to see a season where he brings all of his strongest with him in a difficult region where other trainers have similar strength. Or if he actually caught strong ones instead of tiny...
