Okay, usually animes like naruto and bleach are based off there mangas. So a filler arc, is where something happens in the anime's storyline that doesn't happen in the manga. After the filler arc is over, the storyline in the anime continues just as if everything in the filler arc didn't happen. To me it is just time consuming.

Yup, I sometimes watch Naruto Shippuden too. But sometimes there's too many filler arcs.
