And sure, it's possible to make at least some HM moves to function that way. HM Fly could be difficult since it's always accessed from the menu anyhow, but hacking the other HMs to work like that shouldn't be a big deal.

I may have even written a tutorial for making HM moves usable without having the gym badges that are required for them. This requires a little bit of asm knowledge by the way. It's not that difficult to use that information as a base for making them usable by simply having them either (since that would be just replacing the check of related gym badge with a new routine that checks if you have the item required "for the job" (e.g. Surf) instead).

There is no system to notify. You really need to read the rules again as it was nowhere near ready for posting, in fact, I'd read the Progressing Hacks rules as you may find it is better suited for that subforum.
