Hmm I'm not going to put this in a new topic so I ask it here. Why is rotom a legendary pokémon? He's only lv 15 and he's easy to catch.

I caught it and I discovered that Paralyze is better then sleep for catching a legendary. I discovered this on the volcano pokémon. EDIT: dusk balls rule, I caught Regigigas and heatran with dusk balls and both paralyzed.
