Because where you inserted them in Block Editor. If you put them in Lavender's tileset when you saved it in Paint, and copied it over, it will only work with Lavender's tileset.
Next time you say that you can't do something, try to ask someone who has already done it, or take more time and carefulness. Shows you can do whatever you want if you have the right guidance.
It would be easier. But either way, if done right, produces the same result, just it wouldn't have the right colours, so change pallette and try again.

When you recolour, make sure you recolour ALL of it, and make sure you recolour it with the right pallette and something in the pallette (such as a piece of ground, or the old path).
That isn't the Dropper Tool at all, that is the Paint Can! The dropper tool is the one you use on the colour you want, and makes the colour you have currently that colour.
