No, we didn't add the move relearner, however you can learn flamethrower from the move tutor in front of the golden rod casino. They're only there on Wednesdays and Saturdays, so you would need to change the clock.

Spore's accuracy nerf was intentional, as it was too simple to sketch spore on smeargle, which made smeargle's evolution far too powerful.

Yes, as far as I am aware of, TM compatibility should be updated. Sarn can correct me if I'm wrong about this, but I'm also pretty sure we buffed moves to be as strong as later gens.
