Only kanto? That's only around 7 pokemon, not counting their evolutions. I don't use grass types. Ever. Most of them have some pretty sad stats, and most can't learn decent attacks. But if I had to choose- I'd say Venusaur. Half of it's stats aren't the best, and the only decent attack it can...

Mewtwo. Even though Deoxys can learn Hyper Beam, it's defense is practically nothing.

Defense EVs are given out by Tangela, if I'm not mistaken.

If you have leaf green, you need a Male Pikachu than knows thunder and a female Marill. Now, breed the two and when the egg hatches, hope that a male hatches out. If it IS a male, the marill will know thunder. Now breed this marill with a female lapras and you'll have a lapras that knows...

You mean use a lapras FOR breeding to breed more, or one to create? Do you have Fire Red, or Leaf green?

You get rock smash on Island 1. Go east and surf to the north. Now make your way north, and past the two blackbelts( they are pacing back and forth) go into the cave. Talk to the old man standing on the rocks, and he'll give you rock smash.

Magmar is found only INSIDE the mountain from my knowledge. Walk around the grass and one will eventually come up.
