After you beat Chuck ask the woman outside of his gym I think for fly. Strength can be obtained right in one of the buildings in Olivine. The buildings are close to the route leading to Cianwood.

There's a pokedex on the first page but you can catch it in the routes south and north of Goldenrod I think.

Zel is this already mentioned but when you trade Pokemon it doesn't recognize the previous owner and says "apparently met in route 28/Radio Tower? Was this mentioned or did you intentionally do this?

Go to youtube type up Pokemon Shiny Gold Jirachi and then go to the video about Koga there's a whole discussion board about it (well only ~20 comments) but still has some possible solutions.

Its up to Fuchsia City, Jirachi event and the next beta will cover all of Kanto and Mt. Silver.
