When you make a ROM, (Either with or without custom stuff) How do you make it balance? (Like the levels of the wild pokemon, too many trainers would give too much exp and make your pokemon stronger than the gyms and such) To rephrase: How do you know what level to make the gym's pokemon to make...

I'd rather it be longer... Since newer, longer plots than just the E4 are funner 3:) Unless you just want to beat em all or something...
