[Other] ROM hack question

    When you make a ROM, (Either with or without custom stuff) How do you make it balance?
    (Like the levels of the wild pokemon, too many trainers would give too much exp and make your pokemon stronger than the gyms and such)
    To rephrase: How do you know what level to make the gym's pokemon to make it not too weak or too strong?
     
    Most of the time people seem to estimate (compare to the games or other hacks), then tweak it depending on what they/their beta testers find when actually testing the game. Since nothing has to be set in stone that works pretty well :).

    Compare your levels and stuff with the pokemon games. Or other hacks like Firered Omega, which is an increased difficulty hack. Of course Firered is easy as pie, but you could base your stuff on that and adjust them so its harder.
