Is there any rom hacks that are actoully finished? like its been 3 years for most of them and they arnt even close for some... is there any FINISHED?

Im trying to get a custom title screen for my pokemon firered version, its gonna be called Pokemon Navy. Can someone make me a custom title screen? :) With a celebi on the front? :P If you can it would be verryy much appreciated in the formate so i can just insert it :D
