Anyway I'll tell you why I have you sent back Feebas to Soul Silver.
First, I equipped Vulpix with Fire Stone so you can evolve it to Ninetails.
Second, All Vulpix's moveset is based on Ninetail's moveset from smogon and it's already smogon ev'd
Third, All you need to do now is unequipe Life Orb Feebas has and equip it to Ninetail and your good to go!
Finally, after your all finished, I can help you send Feebas back to Pearl again! ^^
