Unfortunately, no, this game will not be playable on Joiplay. Joiplay has already stated they have no intention of making Joiplay compatible with PSDK, which is the engine used to make Special Chapter.
When and if a method of compatibility is developed so PSDK games can be played on mobile, I'll be posting alerts everywhere.
