One explanation I particularly like, whether practical or not, is that Black and White 2 are prequels. The original Kyurem splits into two pieces, which then defrost into what we now know as Zekrom and Reshiram. The formes we see in B&W2 are in fact transitional stages where they are not...

I think the '2' basically signifies that the story will be entirely new, and a continuation from the last games, rather than a reworking and improvement of the original story a la Crystal, Emerald, Platinum.

I think they're pretty much public domain at this stage, there was never a credit on them that I seen.

I agree with that as well, and I too am surprised they haven't already been in a game. Then again, they probably have at some stage. I know I contemplated it.

I feel that as it probably wouldn't be overly hard they may as well be included if anybody can be bothered. Not terribly important though.
