For all we know, the Battle Frontier will come out in a massive free update. I say this because the way the Battle Frontier is mentioned in the game kind of feels like the devs didn't add it in the initial release due to time constraints.

In saying that, you didn't really get much of a chance to increase your levels dramatically directly after Roxanne's Gym, so I think that the two-level increase is fair enough. Could have made it harder admittedly, but Pokemon is directed towards the younger age demographic.

Think of the new distribution method as an ARG (Alternate Reality Game), where, like how you travel over the country in Pokemon, you can travel the country IRL to get items for the game. It's kinda cool in my opinion, would be better if I wasn't restrained by the chains of study. :(

Here is another long-shot: Because the item clearly allows for multiples (has the x1 beside it), perhaps the next step is to obtain multiple souvenirs. Or maybe just one more souvenir, but from another region. Again... just a long-shot.
