I actually played the game in Japanese which I couldn't understand and still beat it. Honestly I thought it would have been fun controlling more Pokemon, except when in races/challenges. Even though I can't understand Japanese the story looked (and felt) meh

right this is awesome but what do you apply this to I don't think it says.

I remember seeing this on Romhacking.net and wished it would be released it seems my wish came true I really like the interface of this program by the way (simple and had a modern feeling)

It's either one of Space world screenshots or a very early magazine screenshot of Gold and Silver it was never in the actual Gold and Silver Games (you can tell by the tiles, if you look at the original screenshot it looks a lot more like Red/Blue than Gold/Silver) and it's not a Beta map...
