Not true (the part about it being you doing something wrong). Of course, sometimes it is the writer's fault, in whole or in part, but often circumstances outside of your control affect whether or not people will review your piece.
I try to review a large number of starting pieces, for example, knowing full-well that at least 50% of opening chapters don't make it to the second one. If they all did, I'd have to start picking and choosing, and I'd probably pick the ones that needed the most help. If I were reviewing you (and I weren't your friend - I try to make a point to help out friends in their fics), for example, and this scenario occurred, if your fic was good, it would be less likely to get reviews.
