I've been trying to rebreed a bunch of my pre-EV'd Pokes like Shinx/Beldum/Ralts but I haven't found the time/patience. I haven't even touched my DS in like two weeks.
I can't be certain on this since I'm really tired, but I'm pretty sure that it's a 1/65 chance. This is assuming that the Sp.Def IV is nil since it will definitely be passed down onto the offspring. Keeping the IVs as such and not taking the Power Item into consideration it's a 1/682 chance.
It comes with the computer so it's sort of like the first one you use and the main one most people use, I guess. I kinda feel like a tool for not using it.
Also, in case anybody was curious, spilling hot water all over your lap really really hurts.
That's really it. The best way to speed up EV training is to find PokeRus and use either a Macho Brace or Power Items, but beyond that, you just have to run around and rebattle or encounter the right wild 'mons.
Leveling is just a ton of runs through the Elite Four, Pokémon Center matches...

No, you'll still have something in the remaining stats. You gain something in every stat every time you level up even if you don't put EVs into those stats. Like, if I have a Torterra and don't put anything into its HP stat, assuming it has a 31 IV in HP, it'll still have 331. If I put 252 HP...
I'm not sure about Dragonair since it isn't fully evolved. CB Dragonite has max Atk/Spe with 4 Def, some other offensive specs are max Atk and SpA.
The 4 EVs, at level 100, is only a +1 to the stat that it goes into, but sometimes that can make a difference depending on what stat it goes into.
Maxing out two stats lets you only put about 4 points into one last stat. A bland/average EV spread is something like 252/252/4 if it's absolutely necessary that two stats reach their maximum.
I think you can get them through the Pokéwalker and with certain color shards, but yeah, you can trade them back and forth.
You can max out two EVs once you reach 255 (252) EVs in either stat. You can't max out any more than that, though.
