By drinking I meant "drinking regularly," not "once or twice at a parties." I mean, pretty much everyone's drank alcohol at some point by 16. Probably even much, much lower. But how many of those people still do it regularly (maybe going out of their way to do so)? Or become alcoholics before 21?
