I think Aerodactyl is the only fossil pokemon without an evolution. But personally I don't really think one. Delibird needs an evolution much more. He could just be like, a powered up Santa bird. And it would be amazing.

Granted, but it suddenly evolved into a Raichu as soon as it levelled up. You hit the B-Button to try and stop it but it didn't work. I wish that Arceus's design didn't look like a ghost-goat with a colored ring around him.
