It didn't take long to complete the crystal hacks I made back in the day. I remember them taking a few months to make. DE takes years to complete though.

Pokemon Outlaw was a fairly simple hack. Took a bit over a month to complete.
Pokemon CAWPS was more complicated and took several months to complete(though most of those months were school months).
But a hack can take even longer to finish depending on how much free time you have, how short or long the hack's gameplay/story will be as well as what kind of features you plan to implement.
