If you catch a wild Pokemon (for instance a lvl49 Patrat) will it have any EV points on its stats already or will all stats have 0 EV?

For me its gona be Sleep closely followed by Paralysis and Confusion.

I find it refreshing playing Diamond and Platinum again although the map can be a bit bland but I find the gen IV pokemon cool enough to out balance the blandness.
