Too be completely honest with you, the first two generations had absolutely no plot regarding the legendaries. GSC didn't have any legendary plot until crystal. Seriously, there were no cut scenes regarding lugia or ho-oh. They were just there. No plot regarding mewtwo and mew. I think they...

Yea. I remember they did that for Gold and Silver. When Ruby and Sapphire first came out, I thought that Kyogre and Groudon were the fire and water starter (3rd evolution). By the way, why wasn't groudon also a fire type?
