Answer is pretty simple. Pokemon is supposed to be for younger audience, while spiderman is for Teenage audience.....well even if Hitler refference is not a problem, there are still guns in that ep (one even pointed at Ash's face)...so I can agree with banning this one (and ONLY this one ep).

Go to serebii.net, check out episode pictures, select episode "the legend of dratini" and go on 5th page of those screenshots. You'll find Meowth with Hitler-like moustache.

He can actually learn tackle on 15 and flail on 30.... About moves, yeah HM are good only outside of battle (there are few exceptions like surf), splash for me is just data filler...and also moves that are causing sleep and confusion because even with healing items, opponents will use this move...
