Like anything yes, it is possible. What were the bootlegs you got?
Anything that comes from China, and that is significantly cheaper than the average price is highly likely to be a copycat. I was looking for a SoulSilver copy on eBay, and most were 50-60$ (used, most of the time cartridge only).
Some Chinese shop were selling cartridges at 20$. That's a huge flag
