I have in my possession both Dialga and Palkia, both Level 70, and have yet to be used in battle. Palkia's Speed stat is 145, Dialga's is 152. Dialga beats Palkia by mere digits, but it's there.

This may take a little longer than expected, but I should have it by monday, tuesday tops.

Surf would do 1/4 damage to Dialga, and Draco Meteor wouldn't be super effective against it, So Palkia using Draco Meteor would be a waste, because it's stats would go down. Roar of Time would be super-effective against Palkia, so it'd most likely get a 1HKO.

May take a day or two, but I can provide you with one.
