Yes, it is possible. However, I don't reckon there's a tool for it. There IS a patch that includes all 870 pokemon or so. There's also Jambo's 649 patch. You can use those, I'm sure. Just credit the creators. There's also the whole deal about inserting moves and move animations and so on. But...
