Purely going off of the Intro in P/D/Pt, it starts about the time you get up to the Lake of Rage in G/S/C/HG/SS because the Red Gyarados is gone then.

Sorry seems I've been misunderstood. I think that all pokemon are good with enough attention to them. I mean what pokemon aren't worth the hassle of leveling up (without evolving) to be strong enough to say, use against the elite four. I would use even a team of Magicarps if they were level 100...
