BTW I sent a response in your inbox about the last question, but I realize now that you already saw the one sent here.

You have to go to Mossdeep City and attempt to approach the Space Center, where an NPC should then approach you before you get there. However, make sure that your Hoenn Dex (National won't count on this one) has at least 200 registered as owned and not only seen or it won't work.
