Well, I don't remember this ever being the case as a Pika, but for a Rai at least, *brings his tail around front* the tail, particularly this stretch here, from the bottom of the lightning-bolt-tip back about half a foot, it's a fairly strong erogenous zone. It's usually not enough to get you going on it's own, but if you're already there, it helps ;) And remember, you asked!

And don't worry; like I said, you have to already be pretty...that...for it to work. So as long as I'm not TOO frisky, there shouldn't be any danger in touching or playing with that stretch. And the lightning-bolt itself as well as most of the tail neat the base isn't like that at all =3

Oh, believe me, you'd be VERY surprised about that. In fact, I think I have yet to meet one Naughty poke who wasn't at least a LITTLE like that.

Speaking of which, are we ever going to play any online N64 emulators together again? Did we even do that a first time?

Evolution isn't about age; it's enitrely up to you, whether you want to or not. Don't let something like being too old determine what you should or shouldn't be. Just reach inside yourself. Whether you're meant to evolve someday or even stay as a Pikachu the rest of your life, neither I nor anyone else can ever decide that for you. It's all up to you, and what you want, deep in your heart. And even if you don't know, you can always do it later. Like I said, it's all up to you, and what YOU want, what YOU feel inside. I'm not trying to talk you out of it, I'm just saying...think about it. Make sure it's what you really want...and if it is, go for it. I'll be rooting no matter what you decide =3
