    Just wondering if Seel was moved from Seafoam Islands? Also where would Jynx be located.

    Wow, sorry to get back to you so late! I had been logged out for so long, and I wasn't getting messages delivered to my email!
    Seel was not removed from Seafoam and Jynx is there, too. Hunting in the lower levels (not surfing) should get them to show up!

    https://www.serebii.net/pokearth/kanto/1st/seafoamislands.shtml - Take a look here for the vanilla appearances of Jynx and Seel in the sections of Yellow and Blue(jp.). You'll notice that in Yellow, Seel appears less frequently than in Red and Blue (especially on upper floors), and in Blue(jp.) Jynx has more appearances in the deeper part as well (and is still quite rare). - I've done my best to blend these two as close to original as possible.
