Plot
It all began with people crossing the line.
This is really not half as unusual or unexpected as some make it out to be. People cross lines all the time. They are, after all, descendants of people who crossed the right kinds of line and benefited from it. They travel in the footsteps of the first primitive to tame fire, the first adventurer who made the perilous journey to the neighboring valley, and the first man to look at a Wingull and say 'I'm going to eat the next thing that comes out of that critter's rear'. They are pioneers, risktakers, frontiersmen. How would they know that one berry kills you where the other makes the perfect spice unless they tasted both? How could they tell that the big sign over the red button that says 'do not touch' isn't a cunning diversion? How would they know, that what seemed like a harmless gladiatorial sport could lead to the wholesale destruction of a continent?
How would they know...unless they tried?
Some were for it, some opposed it. In retrospect, it is easy to label the sides, but this is nothing more than conceit. The people who crossed the line did not do so because they were bad people. Rather, they simply acted in the only way they knew how...as people. And like people do, they were quick to find a scapegoat after the fact.
This is a story about these people, who chose to cross the line best left uncrossed, and the people who came after them and locked up their predecessors' mistakes in the closet as best they could. But it is also about another kind of people; the first people to come across their predecessors' proverbial closet and ask themselves 'Now why is that locked again? And where did I leave that key?'
Long ago, or so the fairy tales would have us believe, the world of pokémon was a veritable paradise. A happy, go-lucky utopia that knew of no borders or politics, where humans could capture and tame the beasts of the land at the flick of a wrist and carry them comfortably in their pocket. A world where adolescents could safely roam across the regions armed with nothing but their trusted pokémon companions, their wits, and whatever belongings they had happened to stow away in their backpack. Every person seemed to have their personal companion to call on, every town a nursing center waiting for them with open arms, and every bystander a piece of helpful advice or a small donation for their journey.
There were adversities, of course. Evil groups lurked in the background, attempting to exploit the innocent world for their own heinous schemes and even bringing it to the brink of disaster at times, but justice and friendship would always prevail in the end and harmony would always be restored. Then, everyone would get back together and rebuild before moving on, the bad times soon fading to nothing more than an exciting tale for the fireside.
If this mythical age ever was reality, there certainly isn't much evidence to support it now. No matter how romantic or optimistic the observer, the frigid regional union of Kanto and Johto is bears very little resemblance to the twin paradises of lore and there is certainly no mention of the dense, tropical jungles so characteristic of Hoenn, nor of how people could ever survive in the scorching wastelands of Orre, unbearable to all but the hardiest of pokémon species. Above all, the old tales speak of a fourth region, Sinnoh, placing it at the location of the Coronet Islands, a loose island chain with nothing but sea around it for miles. Needless to say, such fanciful tales are often interpreted symbolically, or - more commonly - simply dismissed as fantasy.
Confined to myths though it generally is, not everyone has been so quick to give up on the idea of this golden age. Scientific circles have long revered one particular aspect of the tales above all: data-matter conversion. The notion of breaking down an entire living organism into code, and - more crucially - reassembling it. Though often faced with mockery, particularly from their peers, several visionary scientists have devoted their lives for the pursuit of this programmers' holy grail. Most notably, Kyrene Silph, the recently appointed CEO of the world's leading technological giant, Silph Co., has displayed considerable interest in the matter. For the past few years, she and her adherents have been aggressively campaigning for rights to excavate the longstanding 'forbidden areas' around the Kanto-Johto area and particularly the Coronet Islands. These areas are considered sacred, decreed out of bounds by the scriptures of the Utopianist church, the largest and most influential religious order in the area.
By the ethos of the Utopianists, all machinery not powered by living organisms is an affront to lord Arceus, the creator of the universe, and the capture of pokémon against their will is an unforgivable sin. Needless to say, this has not helped to ease tensions between the two, and the continued friction between two high-profile factions such as this has put both the union government and its people ill at ease.
In an attempt to smooth over the issue, a grand summit has been arranged at Fortree City, Hoenn, the most politically neutral area available for this purpose. Despite the air of formal politeness, the occasion is as close to a battlefield as anything has been in recent memory, and both factions are coming in armed to the teeth. Diplomatic relations between them are truly hanging by a thread that all too many would be willing to snap, and as such, the government has placed security in the area at an all-time high in preparation.
Yet, no matter how tight the mesh, one mosquito always seems to slip through. No matter how secure the lock, someone will figure out how to break it. No matter how fleeting the chance, someone will seize on it. Lines were made to be crossed, and people made to cross them.

HOT, BLAZING UPDATE: Oh dear, I knew there was something I had forgotten to mention. XD
Alright, you crazy peoples, here's the deal:
THERE WILL BE NO RESERVATIONS IN THIS THREAD
I'm looking for quality in profiles first and foremost, so I'm not going to speed fill my cast, unlike what most RP masters seem to be doing. Unless the profile really blows my mind, I'm not going to pass a final verdict on it until RP start time and this being the case, I really see no point in taking reservations. Everyone gets to do their thing within the same timeframe and the profiles I like the best get in: no privileges, no exceptions, no special snowflakes. At present, I haven't even laid down my closing date for sign-ups yet, so everyone just take it easy. As long as we don't get everyone trying to be on the same faction, there are no limited offer slots being filled up while you type and plan. ;D

Setting Notes
General
As you probably deduced from the above, this is not the usual happy, go-lucky pokémon world we are dealing with. As such, there is a number of things that should be taken into consideration. You do not need to read all of it, but at the very least you should go through the general notes below and the specifics for your chosen region and faction.
Spoiler:
1. Though society in general is at modern day technological level, there is one, important exception: pokémon-related technology. The art of converting objects into data has not been rediscovered, and as such, pokéballs and the PC storage system do not exist. The same goes for pokémon center healing devices and pokédexes. Spray-type medicines and pokémon use items were also lost, but have been reinvented, though the more potent versions are still expensive and difficult to come by unless you have the right connections.
2. The World does not revolve around pokémon. There are no gyms, no league, no pokécenters, and no pokémarts, let alone any traditions of gaining money simply from battling pokémon or people giving them out for free. Those who choose to become trainers do so at their own expense and need to find other ways to make ends meet.
3. Because the associated technology has been lost, pokémon are domesticated and raised the old-fashioned way. This typically means from the egg up or captures at very young age, as most adult pokémon are headstrong and hard to tame by conventional means. All pokémon trainers must also be licensed and approved by the government, and each pokémon capture and evolution must be declared. Quotas on pokémon teams are also stricter than the usual six pokémon policy. (details to come)
4. There is no Team Rocket, or any other uniform-coded team of bad guys out to conquer the world with pokémon either. Crime still exists, of course, but none of the presently known gangs make consistent use of pokémon.
5. There is no regional autocracy to speak of. All of the regions are united under the rule of one, combined government and abide by the same rules and policies.
6. Artificial pokémon (Voltorb, Magnemite, Porygon, Beldum. Bronzor, and evolutions) exist, but they are rare and so special connections are needed to obtain one.

The Regions
Kanto
Spoiler:
Kanto has suffered a drastic drop in temperatures. Snow and ice are prevalent for most of the year, particularly at higher points of the region, and summers are shorter, wetter, and foggier, making the climate ideal for ice types and other cold loving pokémon. The region leans heavily on heating technology to keep themselves going during the cold seasons, and are consequently the most sympathetic to Technocrat policy. The regions are also home to Silph Co.'s headquarters and main research facilities.
Kanto citizens have a general reputation for being tenacious, practical, and innovative, but also for being socially reserved and introverted. The general education level is high, and the people of the region prefer doing things simple and straight to the point, with a work ethic that holds very little tolerance for ignorance or excuses.

Johto
Spoiler:
Much like its neighboring region of Kanto, Johto is wrapped in a chillier climate, though not quite as frigid as Kanto. Ties between the regions are close, but Johto residents have a reputation for being more worldly and social. The region's populace is highly industrious, particularly in the mining and electronics industries, and account for a significant percentage of the raw materials used in Kanto and other regions at large. Its border mountain, Mt.Silver, is also home to the headquarters of the regional union's government, effectively making it the center of political acitvity as well.
Though the difference between residents of Kanto and Johto is not nearly as great as either would have you believe, Johto is still regarded as the trendier, more metropolitan region of the two and its people are - mostly on loose grounds - regarded as being the more civilized and refined.

Hoenn
Spoiler:
In quite stark contrast to the Kanto-Johto region, Hoenn is a leisurely, calm region, wrapped in a near-tropical climate and warm the whole year around. Vegetation is lush and plentiful, and the region as a whole is the undisputed leader in agricultural production and a favored vacation site by many. The warm climate is also ideal for grass and bug type pokémon, many of which have migrated there, away from the cold encroaching on their old home regions.
The people of Hoenn are stereotyped as laid back, cheerful, and slightly-simple minded, yet friendly slackers, as most will seek shelter in the shade when the heat of midday comes around. The area is generally rather tolerant and passive about politics, and so both the Technocrats and the Utopianists have their own, if rather mellow, support in the region.

Coronet Islands
Spoiler:
Formerly known as Sinnoh, the region's entire landmass has sunk considerably into the water, leaving only the highest peaks of Mt.Coronet above water level. Landmass is always in short supply, and so most towns are built out over the sea, much in the manner of Hoenn's Pacifidlog Town. Needless to say, there is very little land to spare for industrial expansion, leaving the islands as the least technologically advanced of the regions. The islands' industry is almost exclusively centered on the sea, both in fishing and in providing freight services both between the islands and between different regions.
The islanders are widely known for their skill in navigating the treacherous reefs and shallows of their home region, and the arts of fishing and seafaring are widely known in the area. Even so, there is precious little money to go around, and so the region relies heavily on supplies and monetary aid from its larger neighbors. Perhaps because of their remoteness and status as the poorest of the four, the Coronet Islands are the center of the Utopianist school of faith, and the site of their main chapel and holy sites.
People of the islands are often stereotyped as uneducated, simple-minded, and gullible, but also as skilled sailors and navigators.

Orre
Spoiler:
There is precious little to say about Orre these days. Around the time of the other incidents, the region was victim to a large number of destructive tectonic shifts and volcanic eruptions, the effects of which still inger in the area. Between the high amount of poisonous gases and continued volcanic activity in the area, it is inhabitable only to the small collection of hardy poison and fire type pokémon that thrive in its harsh environment.

For simplicity's sake, your choice will be restricted to one of the four factions with motive to be there.
Technocrat
Spoiler:
A name coined by their critics, the technocrats are the most hard line of the pro-technology lobbyists. Backed directly by Silph Co., the faction consists mostly of researchers and other scientists, either retired or active. Their rhetoric stresses the importance of technology for the survival and progress of mankind, and their political agenda is quite straightforward: promotion of technological development on all fronts and, of course, the status and influence of their sponsor corporation. By virtue of their status, technocrats have access to many technological advancements and experimental medicines that are not yet widely circulated. Helpful gadgets such as PDAs, cellphones, and GPS devices are also standard fare. They also tend to be well-versed in sciences and have the knowledge and expertise to show for it.
Because of their time-consuming occupation, Technocrats do not have the time to raise real, live pokémon, but they are typically granted one artificial pokémon to serve as an assistant and, in case of emergency, protector.
Quickpro
+Allowed to have more advanced gadgetry and tools than others.
+Greater technological knowledge and expertise than average.
+Allowed to have an artificial pokémon.
Quickcon
-Party restricted to only 1 artificial pokémon.
-Very little to no practical experience of raising or battling pokémon.

Utopianist
Spoiler:
The most influential and widespread religious order in the nation, the Utopianists preach a gospel of harmony with nature and self-improvement through physical labor and strict discipline. According to Utopianist scripture, human arrogance and their 'sinful machinery' angered the great lord Arceus, and the current state of the world is a direct result of His wrath. They are vehemently opposed to all technological devices beyond the most basic of hand-operated machines, and the capturing of pokémon against their will is an unforgivable sin.
Though regarded as dangerous extremists in the more technologically inclined circles, Utopianists are generally peaceful, and well known for their charity work. They have a long tradition of using natural remedies and intimate knowledge of the workings of the wild, and are generally well-versed both in treating injuries and in caring for pokémon.
Quickpro:
+ Allowed greater knowledge of herbs and their uses as medicine.
+ Able to befriend pokémon easier than others and receive less hostile reactions from wild pokémon.
+Generally in good physical condition and skilled at practical work.
Quickcon:
- Strict moral ethos. Pokémon battling, the usage of any machinery that is not strictly hand-operated, and capturing pokémon in the wild, are all moral taboos.
- Technological ineptitude and lack of understanding for more sophisticated machinery, as this knowledge is forbidden by their ethos.

Agent
Spoiler:
The union's enforcement muscle. Despite what their name may imply, there is nothing subtle or undercover to an Agent's line of work. They are pokémon combat specialists, hand-picked by the government's domestic security agency, bonded with equally carefully chosen pokémon, and pushed to their outmost. Agents are taken in at young age, sometimes even without parental consent, and each of them bears a barcode tatoo somewhere on their body as identification. Embedded with this tatoo is a micro-chip that allows the agent to be tracked at all times and is encoded with personal data. To aid in their employment, Agents are granted a larger team of pokémon than the average citizen, as well as special training to keep them under control.
On the battlefield, Agents are a force to be reckoned with, but because of their singular training and isolation, they are often rather less sagacious about the ways social interaction and society in general. Theirs is a small, focused world, and their skills tend to reflect it.
Quickpro
+ Allowed to have a larger pokémon team than others.
+ Agent receive special combat training, both for the self and for pokémon, making them better than average both physically and in battling skill.
Quickcon
- Indoctrinated and raised in a very cloistered environment. Very limited social skills and knowledge of the world.
- Tightly monitored and directed in their activities. (READ: I may impose some plot advancing duties)

Freelancer
Spoiler:
A catch-all term for trainers who finance or support themselves without the official backing of any organization. Freelancers come in a variety of different forms, ranging from peaceful pokémon farmers and menial workers to free spirited travelers, professionally employed bodyguards, security personnel, and even criminal enforcers and assassins. As such, all freelancers are regarded with a measure of distrust, regardless of their choice in profession.
Because they do not need to conform to the policies of any greater organization unless they so choose, Freelancers enjoy a considerably greater degree of freedom in comparison to their fellow trainers, but they lack the political financial backing that their peers do, and as such they must frequently rely on their own resourcefulness and wit to survive. Precisely because they enjoy such liberties, several political organizations and bigger business have taken to hiring them to do various more or less questionable jobs. Such deals are kept under the table, however, and should the Freelancer be exposed, they can expect to see none but their own head on the chopping block.
Quickpro
+ Does not need to conform to any specific trade, background, or political ideal.
+ Can have a party above regulation size. If they do, however, it must be kept concealed from the government to avoid persecution.
Quickcon
- No official backing, so no official perks.

Rules
Read them. Embrace them. Make them yours.
Spoiler:
1. Follow all RP Section Rules. And trust me, I do know what they are.
2. Character control is only allowed with specific permission from that character's creator. NPCs are free for everyone to control unless otherwise noted. Simple, straightforward. Also, if you're going to control someone else's character, please notify me in advance to prevent confusion.
3. Please, only join if you plan on attending at least fairly regularly. One post a week is not an unreasonable minimum and that's what will be expected of you. If you're going to be gone longer than that, inform me in advance and arrange for someone else to look after your character in your absence. If this has not been done, I reserve the right to control and write out your character from the plot to keep it moving. Characters written out this way can still be written back in, so don't be shy about asking for a write-out if you expect a longer absence.
4. You are allowed to introduce your own plot twists, subplots, and NPCs. However, for larger matters (particularly ones that would have an impact on the main plot), please contact me to discuss it first. I have plans and you have plans, but I'd rather see if we can combine them to make something even better than either rather than set them on a collision course.
5. I reserve the right to veto anything that concerns this RP, be it a sign-up, a plot twist, a post, or anything else. I don't expect to use this right a lot, but I shall still make a point of reserving it here.
6. You are expected to read before you post, and this means not only posts that you expect will concern you but all new posts. Period. The only way you'll know whether something is relevant or not is if you read it, so let's avoid contradicting each other in IC, m'kay?
7. And while we're on that note, IC is the only place where I will tolerate drama in this RP. If you have personal issues with someone else in this RP, take it up with them in private. In this thread, you either play nice or don't get to play at all.
8. Powerplayers, godmodders, metagamers, and Mary-Sues will not be tolerated here. Please leave any hero complexes you may harbor at the door.
9. Talk to me, talk to other people in the RP, just...really, people, don't be shy about talking. Interaction is what makes roleplaying what it is, and better interaction between players often leads to better interaction between characters.
10. As you can see, we are enjoying a high-end PG. This means you can use some harsher language, refer to the boy and girl bits and what they are used for, and have things die and get hurt IC. This does not, however, entitle anyone to turn this into a gorefest, an RP orgy, or give it a higher f-word percentage than a Dane Cook performance. Let's all try to be mature about our use of mature elements, shall we?

~SIGN-UPS ARE NOW CLOSED~
As long as we don't get everyone trying to be on the same faction, there are no limited offer slots being filled up while you type and plan. ;D
HOT, BLAZING UPDATE, the sequel: OOC Thread up and running.
