I think it shouldn't be, because even if it knows Psychic moves, that doesn't grant it much psychic powers. It can't read minds or emotions nor predict the future.
Now for the real topic:
- Do you think that Psycho Boost, the most powerful psychic type move, should be learnt by other psychic types other than Deoxys? Why or why not?

Nope. If Deoxys can only learn it, that means the move's origin must have come from where Deoxys was created and we know that there isn't any other Pokemon who has the same origins as Deoxys.

Yes. Being the creator of everything that has spawned in the Pokemon nature does not grant Arceus the honor of being a psychic type.
 
Arceus is normal type though. Confused.
Psycho Boost, I've never even heard of it before. But that's cause I don't use legendaries and don't even own a deoxys. But like everyone else says it should be left alone.

Psycho Boost goes in the category with Aeroblast, Sacred Fire, V-Create, Roar of Time, etc as the signature move for that specific Legendary Pokemon, in this case, Deoxys and it is a Psychic type move. Then again, I prefer Psystrike, which belongs to Mewtwo!

If that's the case, I've fell in love with Sabrina the first time I saw her in the Anime lol she was awesome with her scary ability towards the gang :D

I agree with these. Psystrike is generally a better attack than Psycho Boost.

Sabrina is too creepy.
 
I like the twins and Caitlin better. The twins are a perfect example of having psychic powers, being able to be telepathically connected. Caitlin's personality is rather unique with a spice of emotional powers. And I like her costume design and room. XD
 
In two of my game playthroughs, I used a Psychic-type. Xatu in SoulSilver and Gothitelle in Black.

In Black, Gothie is currently my toughest Pokemon at Level 86, despite Gothie's preference for the Special Defense stat mine has a very offense-based moveset - Energy Ball, Thunderbolt, Psychic and Attract. Attract does come in handy if she's up against male opponents, she uses this strategy effectively against Cheren's Serperior (normally I use Chandelure to take it out but if Stealth Rock is set up by Cheren's Gigalith I resort to using Gothitelle as she's well experienced, she easily takes out Cheren's Unfezant, Serperior and Gigalith). I've had my Gothitelle since catching her on Route 5 as a Lv19 Gothita, she has a Calm nature and holds an Amulet Coin. I have EV trained her really well and because of fighting so many Audinos she stacked up a lot of HP EVs as well as Defense EVs, her Special Defense also gets a boost from the Calm nature. Yeah, she can take a lot of hits thanks to that EV training and she's the total star of my team. She's so amazing I made a signature of it that I sometimes use on PC.

Back on topic, I don't think Tate & Liza look scary but they fight in a tricky Double Battle though.
 
I used to think that way with Gothitat's evolution line, yet I grew fond of their power and abilities a while later.

Tate and Liz weren't as hard as I imagined them. My team always consists of Dark and Steel types, so I guess I beat them easily from my advantages.

What made you choose Espeon? I guess you love Eeveelutions a lot.

Yeah, Psychic is one of my fave types cos most of them possess high Special Attack and so many have badass designs. My faves are the Elgyem and Gothita lines.
