The requirement is 5 posts, so I think you should be able to have one as well!

Try going to the blog tag near the top of the forums; there's a drop down menu, with 'Your Blog' a some of the options (I think you can access it from your UserCP too). You should be able to make one. :3

Ahhh OK. It is greyed out at the top, so I had to roundabout it a bit (All Blogs -> My Blog).
