This has been eating at me for the past week or so... maybe even since the release of Masters and especially after PLA.
Just as with real people, I feel like characters' voices tell me a lot about who they are. And right now, I have a big problem with Koga's - big enough to potentially boot him from both my favourite character and husbando lists. That being, his accent in both the anime and Masters does not only sound unlike how a real Japanese person would sound speaking English, but also exaggerated on purpose. To put it simply, he sounds like a foreigner portraying a stereotype of a Japanese person. Before you clarify that it's supposed to be the point since his dub VAs are not of Japanese descent, he doesn't fare much better in the original Japanese. His speech in those versions also sounds stilted due to his use of antiquated linguistics - down to his laugh, which sounds more like "fafafa" than a natural "hahaha." His daughter, Janine, has no such speech quirks in either the English or Japanese versions of Masters, instead talking like most of the characters do.
Then, PLA was released, and...
Keeping all this information in mind, do you think there is a possibility that he might not be from any of the regions based on Japan, and instead be a foreigner who is leaning a little too hard into the "ninja" façade? If so, where do you think he's from? Do you think his attitudes reflect real appreciation for a bygone era, or is there a tragic or sinister motive behind them? Is he really a distant descendant of a long, unbroken line of ninjas, or is he a charlatan who just bumped into a traditional Kantonian Gym and refurbished it into a sort of theme park? I'm interested in your two cents about this, if only to get some peace of mind.

Beni, the Wallflower's cook, was revealed to be one of the last "true" ninjas alive, even lamenting that his techniques were soon to be consigned to history. True to his nature, he employed very little of the theatrics Koga employs in any of his appearances. Aside from his ninja suit and backflips, he otherwise behaves much like a real ninja would; appearing beneath suspicion in the guise of a frail old cook for most of the game. That way, who would suspect him of being Kamado's personal assassin? Sure, Koga thankfully doesn't seem to be the type to actually kill people, and he does disguise himself as well in LGPE, impersonating the Gym Guide. That's not the same, however, as actually appearing beneath suspicion by acting like a normal person - say, a common Trainer like a Fisherman. Ninjas don't go around saying "I'm a ninja"... unless you're Koga, and Janine who picked it up from him. Hell, not even the Ninja Boys from Hoenn and Sinnoh do this, because they are aware they are pretending. As for the accent question, there's also a high chance that Beni, when he appears in Masters (and let's face it, he will, because DeNA loves their money) won't have the same stereotyped accent as Koga does - because of course he is not a stereotype, and only so many characters can have the same accent before it becomes obnoxious.
There's also the fact that Toxic, a move that Koga claims was invented by one of his ancestors some 400 years ago, isn't available in this game. Sure, gameplay and story segregation are at play due to the changes to the battle system, but it's pretty suspicious that a longtime staple of the franchise isn't even mentioned in a game that acts as a period piece for not just the Sinnoh games, but the entire franchise.
