I know it has been a few days since this was posted up but I did try this with Raikou and it didn't end up working.

It looks like a collaborative thing. So if not that many people know about it, there won't be as many people using the codes, so there won't be any raids to join.

Yes, it's meant to be a collaborative thing. I don't expect this list to be that reliable now, over 45 days after it was shared. This particular image was shared a lot over Twitter/Instagram/Reddit/etc when the Crown Tundra DLC came out.
