Can you use cheat codes for Nintendo Switch games using Action Replay?

Can I use cheat codes for Nintendo Switch games like Let's Go, Pikachu! with Action Replay? If not, will Codejunkies ever come out with an Action Replay device that will allow us to cheat in Nintendo Switch games? Please let me know.

Also, do you need Switch Game Cards in order to hack with PKHEX? Can I still hack my games if I buy them digitally? I really hope so because I don't like swapping game cards all the time.
