[Pokefirered] Item Expansion

• Most item defines up through Generation 8
• Expanded Pokeballs
• Nature Mints - functional, but the summary screen Trainer Memo needs to be updated when pokemon_summary_screen.s is decompiled
• Ability Capsule - credits to Dizzyegg for the source
• Expanded Tms/Hms
• Reusable TMs - to turn this feature off, comment out #define REUSABLE_TMS in include/constants/items.h
• New Battle Items - these are not functional, a battle engine is in the works, though
