    yeaaaah, that would explain it. The accuracy is higher the bigger the gap is between the Pokemon's level. So I'd say it has pretty damn good accuracy with that much of a gap.

    ^This. At equal level the acc is 30. But it does change with level diff. But say if a level 45 Excadrill uses horn drill on a level 55 Typhlosion for example it has zero acc if ur a lower level
