  • Thunderbolt should be Magnezone's secondary Electric STAB. Discharge is better on defensive Pokemon.

Rocky Helmet is better on physically defensive Skarmory, as it would have better bulk to take physical punishment more easily. For specially defensive Skarmory, use Leftovers or Shed Shell instead.

I'm not fond of Assault Vest on Empoleon because it robs it of its niche of being a Stealth Rock setter and Defogger at the same time:
    -Stealth Rock
    -Scald
    -Defog
    -Roar
    Nature: Calm
    EVs: 248 HP/8 Def/252 SDef
    Item: Leftovers
    Ability: Torrent

As Empoleon is now the Stealth Rock setter, you can have Skarmory use Spikes instead:
    -Spikes
    -Brave Bird
    -Whirlwind
    -Roost
    Nature: Impish
    EVs: 224 HP/252 Def/32 SDef
    Item: Leftovers
    Ability: Sturdy

Close Combat's higher power outweighs Drain Punch's HP recovery on Lucario. Drop Drain Punch for Extreme Speed or Bullet Punch, as Lucario's Speed isn't exactly the best.

Specially defensive Heatran is better because most of its weaknesses are physical and it has more useful specially-based resistances like Fairy or Dragon:
    -Lava Plume
    -Earth Power
    -Stone Edge/Toxic
    -Stealth Rock/Taunt
    Nature: Calm
EVs: 252 HP/28 Atk/184 SDef/44 Spe (guarantees the Stone Edge OHKO on Charizard Y)
    Item: Leftovers

Thanks a lot for your tips, I made a few changes to empoleon (its now the stealth rock setter) same Ivs and nature as before, Skarmory is now more physically defensive and has leftovers (and is now the spikes setter).
Also I gave extreme speed to Lucario and Tbolt to Magnezone. I thought about Heatran then i decided its better to make it:
Hot Boi (Heatran) (M) @ Air Balloon
    Ability: Flash Fire
    Shiny: Yes
    EVs: 4 HP / 252 SpA / 252 Spe
    Timid Nature
    IVs: 0 Atk
    - Magma Storm (it has low accruacy but is fun to use)
    - Earth Power
    - Stone edge
    - Taunt
