Game Help: Teach Venusaur Solarbeam?

Hello. I am wondering if on dark rising if I should teach my Venusaur solarbeam. I'm not sure because it has more power than razor leaf but it needs two turns to attack. thoughts?

Personally I wouldn't do it though since that means you could have used two Razor Leafs (one of which could have been a crit and done even more damage, since it has a higher crit rate) by the time you use one Solar Beam. Would rather go for a TM like Magical Leaf or Giga Drain, but that's only if it's available in the game you're playing.
