[Showcase] Weird card pull from vivid voltage booster pack? Can anyone help?

I believe this is a 25th anniversary Bulbasaur leak??

Hey guys,
I'm fairly new to the pokémon community, and I've been collecting vivid voltage. I pulled this card today from a booster pack, does anyone know what it is? It's in French I think, and it's trademarked as 2021? Also thought I'd add that this was definitely from a legit pack.

Update: I believe its a leak from the 25th anniversary set? Pretty cool!

I don't think it's a leak in that I recall stuff like this being known before. Just cards for the 25th anniversary.

This doesn't have much to do with SwSh though; going to move to the TCG section.

Just used google translate and its a french card. Its an inadvertent leak.

I googled the card and found a link I don't have 5 posts yet so i cant post the link directly.
