Your Togekiss's IVs are garbage. And Impish is a horrid nature for Rotom, it decreases Special Attack. Which is too bad because it's IVs are pretty good, well, its speed sucks, making it worthless even if the others are good, but that's beside the point I suppose. It's shiny after all *shrug*
