Nice work, manga-ka! :D I really like the expression of this character. :)
Crit-wise, the colour leaks in a few places - I don't know how many layers you used, but it's good to have the lineart on one and the colour on another. That way, you can avoid this ^^ You can use the eraser tool if needed to get rid of any colour leakage.
I'd also suggest reducing the blur on the text as it's a bit disorientating to the eyes.
But very nice work, and keep it up! :D I want to see more of your stuff! ;)

^OOh, nice CG :) It's very cute chibi-ish, and "gomen" is a cute title ^__^ Please CG some more in the future and share it with us ;) Maybe it's just me, but I'd like to see more colors :)
