Probably not much help, but...
You should utilize your Vs Seeker, it helps a bit.
And, if you're far enough into the game, you can challenge the Elite Four multiple times for good exp.

Or the slow route and find an area that has wild Pokémon at your team's level or maybe even a couple higher for relatively good exp.

I can't help with EVs though, sorry. D:

If you're gunna EV train you should start on a level 1.
