Pretty good utility card overall.

Extra Boost is too limited to be useful, after all, how many stage 2 ex's do you play in a deck? And how many ex's do you normally have on the field at the same time? (More than 2 is just pwn-seeking!)

But Healing Light is a great healing move (pair this up with the Happy Dance Ludicolo and your team is pretty much immune to Basics and bench sweepers like Registeel ex), while doing a solid 60 damage with 3 energy, so it's very efficient, although I'd really prefer that it did 70 so it can 1HKO most stage 1's.

100HP is normal for an ex, but weakness to colorless is sh!tty. Its resistance to G can be pretty handy while that to F is pretty much useless because most good F types have attacks that bypass F resistances.
