OMFGWTFBBQ..... IMO this card is so broken that it's not funny...
It's broken because it's a BASIC and has a cheap abusable power... Not to combine with its crappy attack though, which is quite useless. (It's damage is just passable, but you'll need DD for 50 and it's just not worth it...)
OK... If you have at least 2 of these in your deck, a few Scoop Ups (and/or likes) and a hitter that can do 30+, this card's power is basically auto-pwn...
Have the hitter of your choice as the active, hit for 30+ first, and put down one of these on the second turn, move 3 counters to a benched basic (or some stage 1's) that has < 60 HP, scoop it up, attack again and you should either KO the active, or leave another few counters on it. Then put down another of these or the one you scooped up, move 3 counters so you auto KO the benched one...
Now imagine there are some heavily damaged important characters camping on the bench so your opponent can still use their passives or powers... it'll be so not a game if you abuse this thing's power...
And, as a basic ex, 100 HP is pretty good, plus it's of a good type, although its attack isn't great. Retreat cost is good but it'll be on the bench most of the time anyway.
The only downside of this card is its ex status... Because it's excluded from many Trainer card benefits etc...
9/10 - Auto-pwn... What more can you expect from a basic... =o=?

P.S: You might not agree with my rating, but I've tried it with my mates and it's power is just broken... It all depends on your deck, though...
