3 or more basic Energy types? Unlikely, unless it's used in an Eevee deck, which it's evidently good for. Aqua Supply....Helps, but I still can't get over the aforementioned condition.

It could also use some more HP though... considering Vaporeon usually has heaps of HP in games...
