    Electrode @ Damp Rock
    Static
    Adamant
    252 Atk, 228 Spe, 28 HP
    Rain Dance
    Thunder
    Explosion
    Taunt

The lead for my Rain Dance team. Electrode will setup Rain Dance and then explode so I can get my Swift Swim sweepers out. If somebody tries to mess with the setup, they will be taunted. Thunder is a filler and can come in handy every once in a while.

[PokeCommunity.com] 4th Gen Matt's "IMPROVED" Shoddy Rain Dance Team

    Kingdra @ Mystic Water
    Swift Swim
    Modest
    252 Sp.Atk, 252 HP, 4 Def
    Hydro Pump
    Ice Beam
    Dragon Pulse
    HP Electric

Kingdra is always sent out after Electrode explodes. Which is why I decided not to invest in any Speed EVs. With Swift Swim activated, he will have a speed stat of 412 anyway, so I decided to invest in some HP EVs instead. Everything else is pretty self-explanatory. These moves give me a pretty good type coverage.

[PokeCommunity.com] 4th Gen Matt's "IMPROVED" Shoddy Rain Dance Team

    Gyarados @ Leftovers
    Intimidate
    Jolly
    252 Atk, 252 Spe, 4 HP
    Dragon Dance
    Aqua Tail
    Ice Fang
    Earthquake

I have swept so many teams with this set. Sets up with Dragon Dance. One Dragon Dance gives Gyarados enough Speed and Attack to sweep an entire team. I always go with Aqua Tail over Waterfall because I would sacrifice 10 accuracy for an extra 10 power. 90% accuracy is still pretty good. It has not missed yet.

[PokeCommunity.com] 4th Gen Matt's "IMPROVED" Shoddy Rain Dance Team

    Swampert @ Damp Rock
    Torrent
    Relaxed
    252 HP, 252 Def, 4 Atk
    Rain Dance
    Aqua Tail
    Earthquake
    Roar

My second Rain Dancer and Physical Wall. The set is pretty standard besides Roar. I added it in there because DD Outrage Kingdra always sets up on me while in its substitute. Roar goes past substitute and can prevent me from being set up on.

[PokeCommunity.com] 4th Gen Matt's "IMPROVED" Shoddy Rain Dance Team

    Ludicolo @ Damp Rock
    Swift Swim
    Calm
    252 HP, 252 Sp.Def, 4 Sp.Atk
    Rain Dance
    Hydro Pump
    Ice Beam
    Grass Knot

My third Rain Dancer and special wall. I really do not know what to say about my Ludicolo except that he has worked pretty well for me. I was not sure which offensive move to take out for Leech Seed so please suggest something.

[PokeCommunity.com] 4th Gen Matt's "IMPROVED" Shoddy Rain Dance Team

    Kabutops @ Mystic Water
    Swift Swim
    Adamant
    252 Atk, 200 HP, 40 Def, 16 Spe
    Aqua Tail
    Rock Slide
    X-Scissor
    Brick Break

This is my first time ever using a Kabutops so I am pretty inexperienced with him. I tried to pick the most powerful moves with the best coverage. The EV spread is a bit weird but I gave him enough EVs in Speed to ensure he reaches 400 Speed in the rain. Since the EVs were not invested in speed, I was able to spread them out a bit more.

Hasty >> Adamant on Trode and move the 28 hp to sp.att.

Id also shove a Life Orb on Gyarados >> Lefties and switch to adamant. There is one thing Gyarados does well, that is smash most walls to bits, jolly prevents it from doing this for the most part and its not as if it need the extra speed in all honesty especially since this team doesnt fear the things that adamant doesnt outrun, namely jolteon and aero.

Ill come back if i spot anything else.

Alright, I will make those changes in a bit. I am having a lot of trouble with Breloom and Scizor and I am looking to replace Kabutops. Can anyone suggest a counter?

If I were you I'd put Rain Dish on Ludicolo instead of Swift Swim. That'll make it slow, but walls don't need to be fast.

Put Sleep Talk on one of your Pokemon as far as Breloom goes. As for Scizor, Maybe you could replace Kabutops with Rotom-W? Rotom-H is the best counter for Scizor what with Overheat but Rotom-W has Hydro Pump, which hits hard in the rain. Actually, you could probably put Sleep Talk on Rotom-W too.

If you don't mind I'd like to test out this team myself sometime...

3 Rotom-W sets to consider(all from a topic on Smogon by Colonel M):

    Defensive Sleep Talker:
    Rotom-W @ Leftovers
    Levitate
    Calm
    252 HP / 136 Def / 120 SpD
    Rest
    Sleep Talk
    Discharge(for paralyzing)/Shadow Ball
    Hydro Pump
Though you may want to swap Rest for an attack if you're purely using this to absorb a Spore from Breloom.

    Double Status:
    Rotom-W @ Leftovers
    Levitate
    Bold
    252 HP / 168 Def / 88 Spe
    Discharge
    Will-O-Wisp
    Hydro Pump
    Shadow Ball/HP Ice/Light Screen/Sleep Talk
Added Sleep Talk incase you still want to absorb sleep with it.

    Offensive Choice:
    Rotom-W @ Choice Specs/Choice Scarf
    Levitate
    Timid/Modest
    252 SpA / 4 Def / 252 Spe
    Thunderbolt
    Shadow Ball
    Hydro Pump
Trick/Hp Ice/Sleep Talk(though Sleep Talk only works once under a Choice item!)
Again, added Sleep Talk. Wasn't in the original description.

What do you mean by test it out? As in you want to battle me or you want to make it and try it yourself?

Either one is fine with me.

I meant try it out myself. :p
(though we may battle sometime, who knows? right now I gotta shower though...)

    So uh... how're my suggestions?

Waterfall > Aqua Tail on Gyara kthxbai.

Aqua Tail's loss of accuracy might not hurt now, but it'll come back to bite you. And crit always helps. On Swampert, as he's a wall, he can take a couple of hits, so missing won't hurt so badly. On Gyara, he can die in a hit. :(

Not really that important, but this is a typo I found in the Kingdra section.
Kingdra is always sent out after Kingdra explodes. Which is why I decided not to invest in any Speed EVs. With Swift Swim activated, he will have a speed stat of 412 anyway, so I decided to invest in some HP EVs instead. Everything else is pretty self-explanatory. Typo highlighted.
